For all these methods, a Safety and Security Declaration is required. There are two types of safety and security declarations: an Exit Summary Declaration (EXS) and an Entry Summary Declaration (ENS). EU safety and security declarations must be made one hour before arrival in the EU (if crossing through Eurotunnel) or two hours if crossing by ferry.
2. For goods moving under CTC, from January 1, 2021, road transport companies must follow either the paper-based process or the Goods Vehicle Movement Service (GVMS) process to complete the transit movement upon entry into Great Britain. Which process applies will depend on where the goods arrive. Transport companies must use the GVMS system to link all TAD registration numbers to the GMR for each trailer movement. Special rules for heavy goods vehicles leaving the United Kingdom through Dover or Eurotunnel Drivers of trucks over 7.5t must use the checking service for trucks (loaded and empty) passing through Dover or Eurotunnel. They must use it to obtain a Kent Access Permit before heavy goods vehicles travel through Kent County. The Kent Access Permit will be valid for a 24-hour period. The person using this service will be able to choose the date and time when the Kent Access Permit validity begins. Drivers of heavy goods vehicles can be fined £300 if they do not use this service when passing through Dover port or Eurotunnel. France has designed a smart border system for processing heavy vehicles using ferries and Eurotunnel. This associates customs declaration data with the registration number of the vehicle carrying the consignment. This operation can be performed in advance or at the terminal. If there are more than 12 MRNs/truck, it is mandatory to use the system in advance, thus generating a single MRN reference that will be scanned at the terminal.
