UK Import Controls Implementation

The Brexit transition period ends in December. Full customs controls will be applied to all goods between the EU and the United Kingdom. English importers from January 1, 2022 will no longer be eligible for deferred customs clearance.

From January 1, 2022 two types of customs control models are possible depending on the port (route):

► Pre-lodgement (GVMS) (Advance customs clearance – GVMS)

► Temporary storage (inventory system)

From January 1, 2022, all hauliers must register in the GVMS system to cross the EU/GB border through a port where this system will be applied.

Dover Port and Eurotunnel will use the Pre-lodgement (GVMS) model. This system will also apply to Stena Line North Sea crossings in the EU->GB direction.

Before each crossing, the haulier must generate a GMR number in GVMS with vehicle and crossing route details, adding the reference number of the customs document(s) for each transport. (1 vehicle/truck - 1 GMR)

Depending on direction, these references can be as follows:

Direction EU-> GB:

► For goods leaving the EU with export documents, the pre-lodged import entry reference number

Trucks can only board if import declarations exist for all goods. Until then, it is not advisable to go to the port!

► For transit, the MRN number of the T document

► ATA or TIR carnet number

Direction GB -> EU:

► DUCR number of export declarations

► ATA or TIR carnet number

► In some cases, the MRN number of the Transit document

The driver must have a valid GMR number before arriving at the port!
